Annual El Paso MOAA Outreach Foundation Memorial Scholarship Program

Our local El Paso MOAA Outreach Foundation established in December 2019, an Annual MOAA Outreach Foundation Memorial Scholarship Program to recognize the character, achievements and patriotism of one local high-school senior who has demonstrated selflessness in high school athletics and or other extra/co-curricular activities and who plans to pursue a two or four-year college/university or technical school degree. Criteria for application will be posted shortly and will include participants in a college Reserve Officers Training Corps (ROTC) Program, or serving in the National Guard or Reserves. The scholarship is a one-time award TBD for School Year 2021-2022 has been named the
in honor of Velton Locklear, III a 1995 graduate of Eastwood High School where he excelled in the classroom and on the football field. After briefly attending college, Sgt Locklear followed his father's footsteps into the United States Army. Velton, III was serving as an infantry sergeant in the 25th Infantry Division on his second tour of duty in Iraq when he was severely wounded when an improvised explosive device detonated near his Humvee during combat operations in Riyadh, Iraq. He would die from those injuries on Sept. 23, 2006. Sergeant Locklear was a husband, father of two sons and a dedicated soldier. He touched the lives of many in life and in death.
